If the info in the quotes is always a number (or begins and ends with a number) the following will work.

cat gus3
<ShipNoticeItem lineNumber="50  " quantity="     0">

$ sed   ' s/\"\ \ *\([0-9]\)/\"\1/g ' gus3 |  sed   ' s/\([0-9]\)\ \ *\"/\1\"/g '

Perfect thanks, i never thought to use the fact that it will be numeric.
That sed statement can be simplified to

sed 's/" *\([0-9]*\) *"/"\1"/g'
This might trim whitespace between the outside of two quotes.
