How to prevent non admin users from shutting down a PC

We have an application on a PC that other people log into.
We need to prevent those users (non local administrative users) from shutting down the PC and therefore allowing the application to be always on. Thank you.

OS is XP Pro SP3 in a domain.

This would not stop them from shutting it off if they have access to the box or its power plug.

That solution was spot on! I realize they will be able to shut the system down if they can access the box or the power cord. Thank you for the wicked fast reply.
