Add local admin - Can't browse domain/AD - Windows Server 2003

I want to add a user on our SBS 2008 domain as a local admin on a Windows Server 2003 web server. When I click locations, it only shows the local machine. It is connected to the domain, but that doesn't show in locations.

The 2003 Web Server is "joined" to the domain correct?  If it indeed is a member of the domain then double check the DNS settings.  Any errors in the Event Viewer?  I had the same problem not to long ago and it was due to a problem with the DNS settings.  Have you tried the same procedure on another server to see if it is isolated to the web server or all machines?
