Opening Mail Attachments "Always ask before opening this type of file" is disabled

My users in the domain use Outlook 2003 and Windows 7. Every time they open a Word, PowerPoint, or Excel attachment, they get a dialog box "Opening Mail Attachment: You should only open attachments from a trustworthy source. Would you like to open the file or save it to your computer?" The option: "Always ask before opening this type of file." is disabled.

Any solution on how to disable this?

Outlook uses the same Level 1 and Level 2 attachment security model. This is
the same as in earlier versions of Outlook. If you receive any attachment that is
not either level 1 or level 2 you are prompted to Open, Save or Cancel. The only
time you don’t see this prompt is if you cleared the “Always ask before opening
this type of file” checkbox the first time you were prompted.
The Always warn before previewing this type of file checkbox works independently of
the Always ask before opening this type of file prompt you receive when you open
Level 2 attachments by double-clicking them.
The Always warn before previewing this type of file setting is registry-based and
dependent on the application that has been registered with the client Operating
System.

Key:
HKEY_CURRENT_USER\Software\Microsoft\Office\Previewers\<file extension>
String:(Default)
Value: GUID for previewer associated with the file extension
DWORD: PONTState
Value: 1 = Do not prompt, 0 (or missing registry data) = Show prompt

This setting is file extension specific. There is no way to enable or disable this
prompt on a global basis for all attachments.
Level 1 attachment blocking
If a Level 1 attachment is received, Outlook does not preview the attachment and
the message InfoBar displays the blocked attachment warning. This is the same
warning displayed in earlier versions of Outlook.
Level 2 attachments
If you receive a Level 2 attachment, Outlook does not display the attachment. When
you select the attachment in the attachment box a warning message explaining the
file cannot be previewed is displayed.
In this situation, if you double-click the Level 2 type attachment you are prompted
to either Save to Disk or Cancel, which is the expected behavior for Level 2 type
attachments.

I have tried this using Group Policy. I enabled the Inclusion List for Low file types and added .doc; .xls; .ppt;

When the user opens the attachment they are still prompted with the Opening Mail Attachment dialog box.

The only fix that has worked thus far is to add the following key:
Windows Registry Editor Version 5.00
