How to start DPMRA services for Microsoft DPM 2007

I am using Microsoft DPM 2007 installed on Windows 2008 R2 64-bit machine. When attempting to install the agent on the servers to be protected running Windows 2003 R2 32-bit machine I receive the following error:

Protection agent version:      2.0.8851.0
Error:      Data Protection Manager Error ID: 308
      The protection agent operation failed because DPM could not communicate with the Protection Agent service on FELIX.domain.com.
Detailed error code:      Server execution failed (0x80080005)
Recommended action:      If you recently installed a protection agent on FELIX.domain.com, the computer may be restarting. Wait a few minutes after restarting the computer for the protection agent to become available. If the problem persists, do the following:
1) Verify that FELIX.domain.com is remotely accessible from the DPM server.
2) If a firewall is enabled on FELIX.domain.com, verify that it is not blocking requests from the DPM server.
3) Restart the DPM Protection Agent service on FELIX.domain.com. If the service fails to start, uninstall the protection agent by using Add or Remove Programs in Control Panel on FELIX.domain.com. Then in the Management task area, on the Agents tab, in the Actions pane, click Install to reinstall the protection agent on FELIX.domain.com.

I have verified that I can access the machine remotely, there is no firewall enabled on server, also attempted to start the DPMRA services on the protected machine to no success with the following error:

Windows could not start the DPMRA on Local Computer. For more information, review the System Event Log. If this is a non-Microsoft service, contact the service vendor, and refer to service-specific error code 1168.

I've gone as far as uninstalling the agent from the protected machine and reinstalling to no success, I have also done a manual install of the DPM agent onto the server to be protected to no success with the exact same errors.

Does anyone know how I can get around the following error so I may start the DPMRA services
