How to change the Time Zone on a Mac without Admin rights (OS X 10.6 Snow Leopard)

I need to allow the end users to change their Time Zone settings on their Macbook Pros when they don't have admin rights.  OS = Snow Leopard.   if you have any ideas, I would appreciate it.  thanks,

I guess its not possible.You need to be authorized to change it.
