Outlook Send Message Without Subject

Is there a way for me to set it in Outlook 2007 so that the user will not be allowed to send a message unless there is a subject typed in?

Perfect, but how do I:

im not a vba expert im afraid but if open google and type 'distribute outlook macro' the first link gives some methods for getting these settings to client computers.
