How do you delete all mail before a certian date in exchange 2003

I want to clean out all mailboxes of mail recieved before a certian date.. say 1/1/2007.  can this be done.  I was very easy in 5.5 but cant find it in 2003.  Is it in 2010 ?

In Exchange 2003 you use recipient policies to create a management policy.

I have an article here on using exmerge if it helps but I think mailbox policies would be better.  My article doesn't cover deleting mail but it explains how to use exmerge.
