Windows Vista Basic

I have a customer with Windows Vista Basic......The bottom tray of the OS should be blue, but it is colorless or white. Can someone tell me what is going on and how to solve this problem. The customer has a good antivirus onboard and does not use the computer often.Everything works fine besides this colorless bottom tray.Thanks.

try right clicking on the desktop and click personalize, then select windows color and appearance and make sure it is set to classic view. Then, make sure vista basic is selected in the drop down box.
