As it says, it suggests names in the Global Address Book, or your local Contacts, dependant on what you are typing at the time in the Address Bar.  If you type

win

It will suggest all names that start with Win so you can select one rather than type the whole name. If you type on further it will reduce the selection dependant on how many names it finds that relate to what you type in.

"Suggest names while completing" means that if you start to type in 'Smi', then all names that start with 'Smi' will be listed in a drop down.  Kind of like intellisense, where you type in the first few letters and you see all the commands that start with those letters.

Automatic name checking will make sure that what you typed, matches what is in your address book.  The suggest names while completing gives you a list of names with those letters that you typed in, who also have those letters in the names in your address book.

Name Checking: - Makes sure what you entered is the address listed in your contacts
Suggest Names while Completing: - Shows you a list of names with the letters that you're typing in
