Block IP Address URI's in Squid

I've got some naughty users who are using IP address URI's to curcumvent Filtering on the firewall.  Is there any way I can make Squid (our proxy server) deny any requests where an IP address exists in the URI?

eg: Deny http://209.85.227.17 but allow http://mail.google.com
