I have tried

    sftp  "username@xx.xx.xx.xx"

then asks for password

Have used the regular ftp command before, but does not apply here
FTP  xx.xx.xx.xx/USERNAME=" "/PASSWORD=" "

Indeed try scp it should work (it also does work on VMS 7.3-2).

I tried scp and got the message below:\

scp xx.xx.xx.xx
tcpip$ssh_scp2.exe: warning: Missing destination file
Free Tool: Port Scanner

Check which ports are open to the outside world. Helps make sure that your firewall rules are working as intended.

scp user@remotehost:/path     [.mydir]

   scp remote-source local-dest

The answer is correct, ....
For OpenVMS as well as Linux....
Man page linux:

OpenVMS uses filenames modeled after { NODENAME { "username{ password}"}::} {DEVICE:} {[Directory]} Filename {.Type}{;version}
Where {..} denote optional field.
Directory can be directory.directory.... to denote multiple levels.  this is for the ODS -2 filesystem.
The ODS-5 filesystem can hold ODS-2 + anything windows can create....
