Outlook 2003 Email Keeps typing characters without automatically returning to next line (see attachment)

We have Outlook 2003 at work with Exchange, and for some reason, everyone's Outlook changed today.  Whenever someone tries typing a new email, they have to use a hard return, otherwise it just keeps typing one long line in the email window.  Why would this have changed for everyone?

I haven't seen an option that could cause that to change. Do you get a scroll bar at the bottom of the email window that you can use to show the different areas of text?

yes I get a scroller bar at the bottom.  This has me completely stumped.
Perhaps reading this Microsoft Article can help.

Line wrapping does not appear as expected when you send e-mail messages in Outlook 2003

Also try Tools, Options, Mail Format. Change "compose message in this format" to something else. After you OK back to the main Outlook window, close and restart Outlook.

As for why it has affected all users, someone may have changed a windows policy that has caused this. Assuming it isn't you, perhaps might check with whoever looks after that.
