Yahoo email not working with outlook

I am trying to add a yahoo account to MS Outlook 2007.  I have all the settings correct for what the setup specifies but when I try to do a test email it just keeps prompting for the username and password creds. When I enter them it just keeps bringing the prompt back up.  I've tried the password in webmail so I know it's good.  The settings are
incoming: (also tried without the plus)

In more settings My outgoing server req auth is checked.
Incoming server port 995
outgoing port 465
This server requires an encrypted connection is checked and set to SSL.

Any ideas why this won't work with his outlook?

To use this feature you'll need to have an account with Yahoo Plus, which is the paid version of Yahoo mail.

Sorry, I have never heard of another way besides having some other service (ie Gmail) pull the Yahoo mail and send it to another address which is POP or IMAP enabled.
