Outlook 2007 Out Of Office Not working with SBS 2008

We have a new install of SBS 2008 running.  Outllook 2007 is not operating with the message "your outlook office settings cannot be displayed because the server is currently unavailable"
-Outlook 2003 does not display this issue
-Checked Solutions in Experts Exchange and all seems to be correct.

We cannot get the Function Discovery Resource Publication running.  
Could this be the problem?
When we try to start the service we get

"Windows cannot start the function discovery resource publication service on the local computer.  Error 0x80070020:  The process cannot access the file because it is being used by another process."
Any help wpi;d be appreciated
