Drupal Block Images

I am using a Drupal template.  I deleted a block and now want to add a block with an image.  I am using godaddy and Drupal on godaddy does not appear to allow you to change the ICME to allow images to be attached to new blocks.  Can I manually attach an image to a block in the mysql database?

Its actually quite simple to add an image to a block.

Go to:
Home ¿ Administer ¿ Site building ¿ Blocks
Click on Add Block
Where it says Block Specific Settings. Put whatever under the block description.
Under the block body:
Put <img src="http://www.somesite.com/image.jpg">
Under Input Format put FULL HTML.
