How do I disable Windows firewall on a 7 machine using Group Policy in a SBS 2003 environment?

I am running Windows 7 and our server is SBS 2003.
We also have XP machines.
I am trying to install Symantec but I need to disable the Windows firewall to install.
I went to Control Panel to disable but it does not allow me to disable the firewall.
I need to have permission to disable it.
I have administrative rights.
How do I do disable the firewall temporarily?

You could try start - Run - Services.msc

Highlight Windows Firewall and choose STOP or go in to the Properties and choose Stop and then Startup type Disabled.
