Microsoft GP 10 Problems Customizing Current Window (Modifier is currently unavailable)

I am trying to modify a window in GP 10 (Customize Current Window). The error message pops up saying that:
"The modifier is currently unavailable because another user is editing resources in the forms dictionary"

1- I know for fact that there is no one else editing anything (they simply have no access)
2- I have successfully modified 3 other windows last week
3- I may have forgotten to properly exit the VB environment in my previous session.

How can I tell who is "editing resources in the forms dictionary"?
How can I remove that lock?

Hi,

The error message can be a bit misleading, and can be due to at least two things.  This is discussed in Customer Source KB article 855656, but I'll summarize below.

1)  I'm assuming this is not the issue, but just in case, make sure that the Forms.dic file is not read-only. If the Forms.dic is read-only, you will receive a message that states that another user is modifying the resources.

2) If the Forms.dic file is shared, you can access Modifier only when all users are logged off of Microsoft Dynamics GP. After all users log off, you can open Modifier without errors. If you have to make modifications throughout the day, and if you do not want to force users to log off of Microsoft Dynamics GP, you must have a client installation that has the Forms.dic stored locally. This client installation will be able to make modifications. When you complete a modification, you must distribute the new customizations as a .package file.

Let me know if one of these is the cause of the message.
