SharePoint User Missing Most Web Parts

I am administering a SharePoint 2007 farm and a user with Owner rights is not presented with much of a list of Web Parts when he logs in.  I logged in to his site and see that when I edit the page and select add web parts I am presented with a few pages worth.

I checked and he seems to have all the rights that he might need.

Please advise.

1. Make sure that you edit the page in Shared Mode.
2. Make sure that Audience Target is not enabled for those webparts.

Not sure about where the Shared Mode setting is.  But,  I can tell you that I have never seen that setting and this is the first time that I am aware of that any owner/site user has had this problem.

I will check the audience target setting.  But again this is the only person with this problem and these are the out of the box web parts.
