Time Zone update for Altiris CE thin clients

I have 4 HP T5520 thin clients (they run Windows CE/Altiris CE) that are not behaving properly after the last daylight savings time change.

When a user logs into Citrix on them in Outlook the time is not correct.  Under tools, calendar options, time zone the time is wrong even though the time zone is set correctly (CST).

I found a December 2009 patch from Microsoft which corrected the same problem on my Windows XP Embedded based 5570 thin clients but I can't find anything for these.

Are these thin clients outdated and I won't be able to fix them, I know how to update the registry on CE using the antiquated text dump, modify and reimport... is there possibly a way to update them manually?

Is it time to "bite the bullet" and buy some newer more fully featured thin clients to support DST going forward?

BTW why doesn't Expert's Exchange have a thin client computing zone?  The best zone I could find for this question was OS/Misc OS

I see there's zone https://www.experts-exchange.com/OS/Microsoft_Operating_Systems/Windows/Windows_Mobile-_PocketPC-_WinCE ; and if you look at the size of the traffic in that zone, you will see why - about 1 message per day.

I am not familiar with this system, but just from the general considerations, I would look where the client is taking the time from; is the time correct on that source; tried another source; verified what is the actual time zone effective on the client, and is DST enabled.

The time source is correct.  I have a WS2008 server thats hitting the time server pool.

Every other copy of Outlook on our network works correctly.... even the other Citrix user's who aren't using these T5520s.

Like I said our T5720 XP embedded thin clients had the same problem until I applied the Dec 2009 MSFT timezone update patch to them and then they began working so I'm almost positive the problem is on the thin OS.

DST is enabled as well.....
