Outlook can't delete temporary internet files

I'm having an issue with Microsoft outlook and I've completely reached a dead end. Outlook can't delete any temporary internet files.
When I delete them manually, they pop right back in. I have tried deleting keys, uninstalling and reinstalling Office 2003, then uninstalling Office 2003 and replacing with Office 2007 plus. Every single time, same thing. As soon as I open Outlook back up, I get "Fatal Error: Outlook can not delete temporary internet files"

Any suggestions?

Outlook temp files are store in a hidden folder you can access the folder using below registry path:
Outlook 2003

Value Name: OutlookSecureTempFolder
Data Type: REG_SZ
Outlook 2007

Value Name: OutlookSecureTempFolder
Data Type: REG_SZ

Normally the location is something like
C:\Users\username\AppData\Local\Microsoft\Windows\Temporary Internet Files\Content.Outlook\xxxxxxxx

Correct.  We have been down that path.  Orginally Office 2003 was installed when we where getting this error.  We used the key to get to the folder and cleaned out the contents in the folder.  There was no change.  Then deleted the key.  Still no change.  Then tried a repair on 2003 and then a reinstall of office 2003.  Then we uninstalled 2003 and Moved to office 2007.  Still we get the error that outlook can not clean the temp folder.  

Also now in Office 2007 key there is not a security key section.

Another thing I notice is that when I clean out the Temporary Internet Files folder it looks like things deleted, but when I go back everything is still there.

I am still getting the error that I can not clean out the temp folder in outlook.  I tried repairing it and deleting everything in Temporary internet files.

The answer to this issue was the GDI add-in.  When it was disabled outlook ran fine.
