Tortise is just a client or shell extension for Subversion.  You want Subversion first. http://subversion.apache.org/packages.html

rdivilbiss thanks: Ok,  SVN=Subversion to be downloaded first on a server where every one can accces to put and check out files?  and each respective person needs to downloads a copy of Tthe ortise client on their machine? Is this right?  again, thanks

Yea, SubVersion goes on the server and TortoiseSVN goes on each client computer.

And if your using Visual Studio I would highly recommend using Anhk.
http://ankhsvn.open.collab.net/

Then you don't have to jump to windows explorer to manage any of your versioning control you can do it directly in VS.

That is correct, but this is the link to subversion:
http://subversion.tigris.org/

VisualSVN is similar to Ankhsvn, which also is a highly recommend SVN client, but isn't free.
