Crystal reports header footer suppresion on report footer

I have an order acknowledgement report that I am attempting to put terms and conditions on.  I added a large text block to the report footer with the terms (it is just under a full page).  The report footer is marked with 'new page before' and 'keep together'.  I have attempted all types of formulas for the suppresion of the page headers and page footer including: pagenumber=totalpagecount and onlastrecord with no success.  If I just suppress after page 1 then this works fine for single page reports. This is crystal reports 10.

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

Are you just trying to force a new page between your results and the disclaimer?

Have you tried "new page after" on the last section before your report footer?

Try this

Add a second report footer section
  Right click the report footer in the left margin
  Click INSERT SECTION BELOW
Move your disclaimer to that section
In RFa add a formula
WhilePrintingRecords;
Global BooleanVar SuppressPageHeader;
SuppressPageHeader := True;
''

In the report header add a formula
WhilePrintingRecords;
Global BooleanVar SuppressPageHeader;
SuppressPageHeader := False;
''

Suppress the page header and footer with

WhilePrintingRecords;
Global BooleanVar SuppressPageHeader;
SuppressPageHeader

This report is printing for a single acknowledgement which should make this even easier.

  I tried the 'insert page after' in the previous section and still have the same issue.

The acknowledgements have variable numbers of pages.  So the report may be 1 page then the terms or 3 pages then the terms.  I need the page header and footer on all of the acknowledgement pages.

WHere are the terms?
If they are in the report footer then the idea should work.
