FM20.dll Office 2003 on Windows 7

We've encountered an issue during the process of installing Offcie 2003 on a new Windows 7 workstation.  We receive Error 1904. Setup cannot register module C:\Windows\system32\FM20.DLL. If you click 'Cancel' or 'Ignore', run Setup again and re-install or repair your Office installation. If problem persists, contact your Information Technology department for assistance.

I tried to register it manualy as well and recieved an error stating The module "FM20.DLL" was loaded but the call to DllRegisterServer failed with error code 0x8002801c.

I found the following artice on the intranet with the same problem and followed the instuction but it still produced the error:  http://www.eggheadcafe.com/software/aspnet/29997120/solved-the-module-fm20.aspx

Any help would be greatly appreciated.

Not the resolutin as I orignal thought.  We copied this dll form a windows XP workstation and this caused the installtion to resume without a problem.  Any thoughtas on this?

If everything works as expected, no problem at all as far as I'm concerned.

do you think we need to register the dll first?

The setup program should have handled that for you.If everything works as expected, then obviously there was no need to register the file.
