"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

I use Expression Blend for most of my base line coding, finishing up any specifics in Visual Studio if needed.
When creating your project in Blend, select the "Sliverlight 3 Control Library" option. Once you have added the interactions, components, etc. Build the app, once it is built you will be able to include in (via reference) to other projects, or add it to the Toolbox through the "Assets" panel.
Hope this helps.
