We have an exchange server and the policy was implemented by GP.  Tried disabling but it did not work.  Think it may be a registry setting.

Click on Start -->  Run -->  type rsop.msc

this will display the policies set...this is the first start to track it down...

Would this be on the server or workstation?

This command rsop.msc would be run on the workstation were you are seeing the greyed out options.
