Questions of Rights management CALS

I need a little help sheding some light on RMS CALS.  Are these licenses concurrent connections only or does a user get a license assigned to them permenently when they access a RMS protect file.  My company is looking to start using RMS on sharepoint and Im not sure how many licenses to purchase.  We have 150 employees but only a few people at a time will be accessing these files.  Thanks

I've already read that.  I've read everything on the net that I could find about RMS.  Basically what Im trying to find out is if I have 150 AD users do I need 150 RMS Cals.  Are the Cals used on a per session basis and get put back into the database after a user logs out of Share Point.  Or does the user get the CAL assigned to them permenetly.  I thought I would try here first before calling ingram micro.
