You might need to provide a bit more information.

Do you have an existing 3d model you are trying to control?  If so, what is the format (which software was used to create it)?

Or is the a general question about how to do 3d modeling in C#?

I have a 3d model built with 3d max,
but i don't know in what extension i should export from 3d max
and how can i load this model with all its features and textures in a desktop application
then how can i control it by passing parameters of animation as i like

You might be able to get more specialized commentary in a zone "3d graphics software"... knowing C# doesn't mean you will know 3ds max (I don't).  


there is a description of how to load a model and use a model using XNA with C#.  If you can get 3ds max to export in a compatible format, that might do it.
