Section: Seize FSMO roles
And following the steps.  They actually have you issue the seize command.  You do not need to connect to the old server.  That's the point of the seize.

If a computer no longer exists, the role must be seized. To seize a role, use the Ntdsutil.exe utility.

But to seeze the role i need to connect to server which cotains the role(which no longer exist), If i cannot connect to this server how can i seeze the role

let me know if i missed something is the article, i need to use below command to connect to server which contains the role and then seeze it. if my server is down how can i connect to server and seeze the role.
