cisco 3640 can't apply policy map to multilink int

hi, i am trying to apply policy map to Multilink interface on 3640, it lets me type in command, even looks lke its taking it, then freezes a bit, then comes back and it didn't take the command, here is what i am trying to do:

int multilink1
service-policy output VOICE_VIDEO

when router unfreezes in about 5 sec, command isn't there.

Configuration register is 0x2102
      do 3640 support this ? if so, what ios is needed ?

ios was the issue 12.4 worked.
