CFSCHEDULE TAG - is this correct format?

i dont not have access the the CF admin so i'm setting my schedules up using the schedule tag. The problem is i dont think it is working.

I have asked the hosts to check the task has been created in the CF admin and it has.

Its supposed to run every day at five minutes past midnight. The reason that i know its not working as that the .cfm file it's scheduled to run should send me an email with the results but it hasnt been doing this.

can anyone see whats wrong here?

    action = "update"
    task = "NDP Product Import - Relationships"
    interval = "daily"
    operation = "HTTPRequest"
    startDate = "01/01/01"
    startTime = "12:05 AM"
    url = "E:\Domains\wwwroot\productdata\datahandler_rel.cfm"
    requestTimeOut = "3000">
