Install Mode Question

When I execute a "change user /install" command I get the following message:
Install mode does not apply to a Terminal server configured for remote administration.

I also noticed that the Terminal Services Windows component is NOT checked on this server.  Can it be installed after the initial operating system installation of Windows 2003 Server R2 Standard Edition with/Service Pack 2?

The message means the server is only configured for remote administration, which means only 2 concurrent remote sessions.
