Footer Menu

I took over a project for a site where the technology was already inplace and things had been set in motion.  I let them know that Joomla would be a learning curve and they were fine with it.  So I have a template that was done for 1.5 and I can get most of it to work, however I am having an issue with a couple of pieces, and to be fair I will be asking those separately.  The first one is that I need to create a footer menu.  The footer menu has a 4 sections that go left to right, it has a header that is not linked and sub items that are the links.  How do I set this up I can do a simple horizontal menu with rollovers.  I cant seem to do something that is as simple as a footer menu.

Isnt there anyway that I can do this with the menu mod rather then having to hardcode it?

Maybe I need to show some examples of the footer menu as I am not sure I am making it clear.  The footer menu is a text menu and I want to do it the correct way within Joomla.  I made the main menu by changing a few options on the vertical menu and it worked.  The footer menu is new and didn't exist in the older version of the site.
