You Must Restart this computer before installing SQL Server

I'm trying to install SQL Server 2008 Express on my system.  The system is Windows 7 and it currently has SQL Server 2008 & SP1 installed.  I wanted to install Express to provide membership information when developing Visual Studio 2008 Web Applications.  WHen I attempt to install SQL Server 2008 Express, I get a message that my system is incompatible and it wants me to install SP1 first (OK I have been thru this many times b4).  When I attempt to install SP1, I get the You must restart this computer before installating SQL Server.  I have read the responses to this questions and I have checked the registry settings.  My PendingFileRenameOperations setting is empty.  

Does anyone have any other thought for this issue?

If you have SQL Server 2005 Express installed in your machine, then you can't install SQL Server 2008 Express in that machine..

If not, then Restart your machine once , install SQL Server 2008 Express immediately followed with SP1..

I do not have SQL Server 2005 Express Installed however in addition to the Microsoft SQL Server 2008 files, I have a bunch of SQL Server Compact 3.5 SP1 files.  See attached image.  I installed SQL Server 2008 SP1 and I assume these are the correct files for it.

Try installing SQL Server 2008 Express and apply SP1 which should work..
And you can remove the Compact Edition if not used by any other applications ( and this would not impact your existing installation)

I did some additional research and the COmpact Edition files were added when Visual Studio 2008 were installed.  They should not be uninstalled.

I have tried installing SQL Server Express but I cannot seem to install it.  I tried multiple times before I posted my original QUestion.
