"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

Using .NET here is the code I use in VB
Imports System.ServiceProcess.ServiceController '//Used to stop/start service

            Dim controller As New ServiceProcess.ServiceController

            '//Specify local machine
            controller.MachineName = "."

            '//Specify service name
            controller.ServiceName = szServiceName

            '//Stop the service

            '//Wait until the status is stopped

            '//Start the service

            '//Wait until the service is running again

            '//If get here, all is good
            Return True
        Catch ex As Exception
            RptError("Unable to restart the service!", ex)
            Return False
        End Try
