If the unit is a g4 or newer, it should be able to boot from it.  You may have to specifically tell it to do so however.  Try opening the boot menu during the post.  I think it is F10 though the post should list the keys that matter early on after the memory test (F2 for setup, F10 for boot options, and F12 for boot from network I believe).

Anyway, the boot menu should list a USB option.  If not, it may also be that the USB drive you are using is not the sort that can be used for bootable media.  It is rare but some optical drives are not configured to be bootable.

A P-3 based system is definitely older than g4.  It may not support booting from USB devices in the BIOS.  Have you ever booted from a USB device before?

When you start the server, during the POST it should display several F-key options.  Is there one to show boot options?  If so, press the associated F-key (typically F10) during the POST with the USB device connected and see if ther eis an option to boot from USB.
