Error 1606. Could not access network location

Error 1606. Could not access network location C:\\Documents and Settings\\All Users\\Documents\\Activ Software\\Inspire

I am trying to install some software and this is the error I keep getting. I followed the path and I don't see a folder called Documents, so I tried to create one myself and got this error:

Cannot rename New Folder: A file with the name you specified already exists. Specify a different file name.

I am uncertain how to replace or locate the missing folder so I can complete the installation. Any help is greatly appreciated.

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

try to tell it to go here instead:
c:\docume~1\alluse~1\documents\activs~1\inspire

your program doesn't apparently understand paths with spaces, so probably won't understand them in quotes either
("C:\Documents and Settings\All Users\Documents\Activ Software\Inspire")
