can't create new connection in IIS manager

Why is there no option to make a new connection?

I guess you are using IIS 7.0. Make sure your configuration is correct and IIS service is running.

in the To install the Management Service:

it says to search for  server manager, but I can't find any

I am guessing I should use windows server 2008?

I guess you have to downlaod and install IIS Remote Manager for your purpose.
By default the facility you are looking for is not present in the client operating systems like windows 7.
