Opening ports between Coldfusion server and external MS SQL Server

I have Port 1433 open on the firewall for connectivity between a internal Coldfusion server and external MS SQL server.  However, the end user is receiving the following error message whenever trying to connect his Coldfusion server to the external MS SQL server.  Any idea if this is a firewall issue of an SQL problem?

Connection verification failed for data source: iMIS_SEMCOG_Dev
java.sql.SQLException: [Macromedia][SQLServer JDBC Driver]Error establishing socket. Connection refused: connect

check the datasource. SO go to CF Admin and verify database connection from there . Make sure that the correct SQL driver is chosen

Often that's a result of not having TCP connections enabled (which it is -not- in 2005 & up I believe)

The peer side firewall needed to open port 1433 to allow Coldfusion server access to MS SQL Server.
