.net popup exception

When I first set up my Toshiba Satellite(windows home 7) all was well. Then I upgraded to ultimate as I use a number of old EX programs that have not yet been updated for win. 7
Now I am getting a popup telling me that an exception has occoured in .net.
I enclose the detail. This is most infuriating. I have searched your site and also the web but none of the solutions seem to help.

To enable just-in-time (JIT) debugging, the .config file for this
application or computer (machine.config) must have the
jitDebugging value set in the system.windows.forms section.
The application must also be compiled with debugging
