Error reading IIS server binding info

I am trying to extend frontpage extensions to a couple websites in order to do some clickonce publishing and I am unable to do so.  The message that I get from the Sharepoint admin site and also the command line are as follows:

Microsoft Windows [Version 6.0.6002]
Copyright (c) 2006 Microsoft Corporation.  All rights reserved.

C:\Users\Andrew Barnes>cd "%ProgramFiles%\Common Files\Microsoft Shared\Web Serv
er Extensions\50\bin"

C:\Program Files\Common Files\microsoft shared\Web Server Extensions\50\bin>owsa
dm.exe -o install -p LM/W3SVC/3
Error reading IIS server binding info
Error: Unable to read configuration for Microsoft Internet Information Server.

I have checked all my sites for trailing slashes and spaces as per this page - with no success.

I wear a lot of hats...

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.
