Windows 7 Screen Saver GPO

I have a GPO to set the screen saver for all of our workstations.  The issue that is happening is the correct screen saver is set throught the GPO put when I right click on the desktop and click personalization and it shows the background, color, sounds, and screen saver settings it shows the screen saver to none until you click on the screen saver text and the screen saver settings box opens displaying the screen saver specified in the GPO.  Why is this?  If I set it manual on a workstation it displays it correctly in personalizations.

HI this kind out my range of experience GPO that is, but one thing
 r/clicking the desktop  properties for the screensaver would be wrong, since the screen saver is not installed on those windows right?
You'd need to look else where,
