thank you for the link

I did register the x64 dlls successfully as this is the version of the production server, but I still cannot connect locally on server.
from a remote client or server I appear to be able to connect, from x86 and x64 machines, but not locally on this server!?

any ideas?

See if the following link helps.  Not exactly the same problem but similar.

http://www.bigresource.com/Tracker/Track-ms_sql-Dla30HXU/

When you connect what is your connection string for the local connection and what is the connection string on the external boxes?  It might be down to bindings etc.

Change the startup account of SQL Server Integration Services to Network Service or Local system and start SQL Server Integration Services..
Once it is started, then try installing SP3.
