Looking to setup an outdoor webcam that streams onto a website.

A friend of mine asked me to setup a outdoor webcam & have it stream live onto a website.  Its going to be for next Christmas.  Its a huge collection of trains.

Anyways, he has some budget and the website is already up & running.  

There is no web connection there, but we have a Verizon wireless card.  

Anyone ever take on a task like this before?
