SSIS Error - Enabling Package Configurations

I am getting an error whenever I try to add a configuratio to a SSIS package.  

"Exception has been thrown by yhe target of an onvocation (EnvDTE)".  The advanced information about this error follows.  I get it when I click the add button.  This is a new installation of SQL Server 2008.

Does this happen immediately when you launch the wizard? If not, when does it happen?
Does it happen if you try to add a configuration to a newly-created package? If so, something may be missing from the installation. If not, the existing package may be corrupt.
Do you have all the client tools installed plus SSIS? If not, what is not installed?

Yes, Seems ti happen on old and new packages.
I also tried to do a repair on my installtion.  It seemed like it had nothing to repair.

I did find out that if I go into Visual Studios and start a new Integration Services Project the functionality works fine.  It just does not work from wihtin SQL Server Management Studio.
