Error "The server could not complete your request..." while adding a Custom List Form?

Hi Experts,

When I attempt to add a "Custom List Form" to my New/Edit pages I receive a message that says: "The server could not complete your request. Contact your Internet service provider or Web server administrator t make sure that hte server as FrontPage Server Extensions or SharePoint Services installed."

What is its cause and how it can be resolved?

It is still the same problem. I can't add a custom list form and I get the same error message. !
Is is a permissions issue? I'm using the admin account to edit sharepoint web site page via sharepoint designer.

Well, I could resolve it by adding the following attribute "xmlns="urn:schemas-microsoft-com:asm.v1" to "assemblyBinding" tag:  <assemblyBinding xmlns="urn:schemas-microsoft-com:asm.v1">
