I am getting this message in some email we have exchange in the office , can any body tell me what this mean or problem is?

Try removing that message and try again.
You are running in cache mode and when your Outlook syncs up with exchange there is a miscommunication.  These are usually nothing to be concerned about as it can happen if your Exchange server is very busy, during a backup, etc.  If you get a lot of these, and I mean quite a few, then I would start checking for networking issues, exchange capacity, or certificate issues.

I found this solution accepted but i didnt understantd how did he solve the problem?

It say:
It doesn't like that message. Try removing that specific message from Outlook and see if it continues.
