All of them are seperate products.

SCCM is for managing servers and clients
SCOM is for monitoring servers and clients
SCVMM is for controling virual machine

There's no guide what to install first. If your SCOM and SCCM Servers are virual machines, you should first install the SCVMM.

I would install in the order (but it's depending from your infrastructure):
- SCVMM
- SCCM
- SCOM

They are all going on one physical server that is pretty beefy plus I only have 60 users. Are there any disadvantages to putting scom on a vitual.

no you just have to make sure that there's a good connection to sql.so if sql is local you should have a fast hdd. i would split sql data and logs
