.Net FrameworkInitialization Error Unable to find a version of the runtime to run the application

I have a .Net 2.0 ClickOnce application which runs fine for all users except for one.  When he tries to "Run As" on the .exe, he gets the following error message:  .Net Framework Initialization Error: Unable to find a version of the runtime to run the application."

I tried repairing the .Net Framework 2.0 using the Windows Installer cache and uninstalled and reinstalled the application - but I'm still getting this error.  He has the .Net Framework 2,0 SP2, .Net Framework 3.0 SP2, and the .Net Framework 3.5 SP1 installed.

Please try to uninstall the .net framework and reinstall it again.
If not solved let us know what .net version your click once app uses, you may need to rebuild your app with the latest .net 2.0 version. Build a hello world win form to check .net is working properly with that version in your client PC.

Unfortunately, I cannot uninstall the .Net Framework 2.0 SP2 from this Users's computer.  Some other applications are dependant on it and it does not allow me to uninstall and reinstall.  

Also, I am running .Net 2.0 SP2 on my local machine and do not have any problems with the install.  It is only this one user's computer.

Are there any other options besides uninstalling the .Net 2.0 Framework?

What you can now is that,
Create a new build of your .Net2.0 ClickOnce Application and install it in that PC by first Uninstalling the previous one. Also do check the target Framework you are selecting while deploying using the ClickOnce technique. You can check it as follows:

1. Right Click on the Solution
2. Select Properties.
3. Select Application Tab.

Here you will find the option for the Target Framework.
Also check the Application Files you have set to required in the deployment as:

1. Right Click on the Solution
2. Select Properties.
3. Select Publish Tab.
4. Find the Application Files Button in the Tab
5. Click it to open and check out the files marked as required.

Hope this helps you solve the problem.

I already tried creating a new build (which runs fine on other user's machines and my own) - but still am receiving the same error as before.  I also verified that all the required files are present on the User's machine.  

Sounds like the only solution, then, is to have the User rebuild his machine so the .Net Framework gets installed properly?

If not your only choice as previous comment is to reinstall .net 2.0.

If you have every thing i have told you to do and no positive results generated. Then the only thing you can do now is to reinstall the .Net framework on the machine.

Opened a ticket with Microsoft.  Actual issue was a Mouse Driver on the User's machine which would not let the ASP.Net library load.
