E commerce country list

Is there a list of countries that is acceptable for an eCommerce country drop down list that complies with national security rules for countries not to do business with.  I could not find an official list anywhere yet I was informed that that is such a list.

Neither did I.  however, my client insists that he wants to be protected especially as his website is politically affiliated.  I noticed that Amazon does exclude countries like Iran in their country listing when checking out carts.  I do wonder what list they may be using.  Any ideas out there?
